LAHDC Kargil Boycott Zojila CeremonyKargil, April

Desk,VOL): Zojila Pass, at an altitude of 11516 ft
connects with the rest of India with the
cold deserts of Kargil and Leh through
the 430 Km long Srinagar-Leh road. Snow clearance operations for opening of
Zojila have always been a big challenge owing to large snow accumulation of
30-40 feet, threat of avalanches and inclement weather conditions. As per
reports LAHDC Kargil boycotted the official Zojila opening ceremony and
refrained from attending the ceremony held by the Army, Project Vijayak and the
BRO on 6th April 2018. In a press release from LAHDC Kargil, the
reason citing for the boycott it says that the road should have opened earlier
as the snow clearance work had been accomplished on 18th March 2018.
The press release also says that the Army authorities has acted as mute
spectators despite they being in the know of the machinations of Project Beacon
and SHO Sonamarg. It also says that the reason for delay in opening the Zojila Pass
is due to the deep-rooted nexus between the Beacon and SHO Sonamarg. During the opening ceremony the Army spokesperson
informed that Zojila Pass was closed on 11 Dec 2017 and the summer snow
clearance operation was started on 21 Feb 2018 by Project Beacon and Project
Vijayak. Since the entire road remains
covered with thick snow, the most difficult task is to identify the road
alignment. The Snow Clearance Team with the help of local labourers performs
the job with various navigational aids and natural skills. The initial linkup of
the road had been accomplished on 21 Mar 2018. Lt Gen AK Bhatt, GOC 15 Corps ,GOC
8 Mountain Division, GOC 31 Sub Area, Chief Engineer - Project Beacon, Chief
Engineer - Project Vijayak and other members of both the Projects and Officers
of HQ 14 & 15 Corps were present on the occasion. A host of other
dignitaries and high ranking officials of Local Administration, Police along
with the media personnel graced the event. The Snow Clearance Terms of Project
Vijayak & Beacon were complimented by all for their dedication, hard work
and perseverance in execution of this arduous task.
Alam Shareef Of Holy Shrines Of Karbala Displayed At Kargil
Kargil, April 2018 (News Desk,VOL): A team of representatives from the Administration of Holy shrines
of Imam Hussain (AS), Hazrat Abass(AS), Kazimain, Holy Shrine Askarian
(Samarah) in Iraq, led by Syed Aqil-ul-Yasir organized a programme of
displaying holy relics and Holy Alams
(Flag) in Kargil. In this connection the holy flags had arrived Kargil on 4th
of April in Kargil Town via Leh. The Holy Alam (Flag) in the Hussaini Park
Kargil was hoisted by the team at 10 A.M on Friday 6th April, for the devotees of
IKMT. Earlier the Guests from Iraq were escorted in an elaborate procession by
a large number of devotees and Ruhani (Clerics) of Imam Khomieni Memorial Trust
Kargil to Hussaini Park. Students from different branches of Mutahhary Public
Schools under the umbrella of Mutahhary Educational society (IKMT) received the
guests lined up on both sides of the road from Khomieni Chowk to Hussaini park
chanting welcome slogans.

Ashria Kargil were also accompanying the guests from Iraq. Hojatul Islam Shiekh
Mohammad Hussain Lutfi who was managing the stage, welcomed the guests. As
usual the programme started with recitation of Holy Quran by Guest Qari Usad
Qaisar Sabah from Askaria Holy Shrine. Prominent guest Syed Ibrahim-ul-Hussaini
from Atbaat-e-Hossainia gave an introduction of the programme (Maharjan) in
Arabic which was translated into Purki by Hojjatul Islam Aga syed Mohammmad

Qari Ustad Laisul Abidi from Abbasia Holy Shrine.On behalf of Imam Khomieni
Memorial Trust Chairman Hojatul Islam Shiekh Mohammad Sadiq Rajai expressed his

bringing along the holy relics and hoisting and dedicating the Holy Parcham of
Hazrat-e-Abbas (AS) for devotees of Kargil.He also welcomed and thanked the

and prayed for the world peace and much
wanted rainfall in the region. Hojatul Islam Shiekh Mohammad Hussain Rajai Vice
Chairman Baseej-e-Ruhanian, on this occasion referred to the sacrifice of
Hazrat Abbas in his Azadaari speech. Later devotees both men and women paid
their obeisance to the Holy Alam. The Executive Body of IKMT thanked the
District administration, Police, ulma, sadat, devotees and particularly the
Voluteers of Bajeej-e-Imam ,Baseej-e-Zainabia and Baseej-e-Ruhani for their
relentless efforts and cooperation in making the programme a huge success.After
the programme the guests from Iraq paid visit to Mutahhary Educational Society
(MES) in the Mutahhary Primary School premises where Boys and Girls welcomed
the guests . Mr Nasir-u-Din Khafi, Chairman MES speaking on the occasion
expressed gratitude for the visit of the guets. The guests appreciated the
Islamic get up of students and prayed for their success in life. The display of
Holy Alam was carried out for the believers, by Islamia School, Kargil also on
the previous day on the occasion of Ali Day (AS) at the premises of the
institution. The speakers on this occasion elaborated on the life, philosophy

and Islamai School premises on both the occasion.CEC Leh Holds Meeting With Banks and Other Financial Institutions

Desk,VOL): The Chief
Executive Councillor LAHDC Leh Dorjey Motup convened a meeting of all the
banks, financial institutions, stakeholders and line departments at Council
Secretariat to ascertain the present bank services in the district and their
future plans to cover rural population of district under their services. The
meeting was called considering the expected visit of Prime Minister Narendra
Modi to Leh in coming months.
Talking about the role of financial institutions specially banks in development and social upliftment of a region, CEC Dojrey Motup took a detail report from all the banks about their services especially in rural and far-off villages of Leh district. He urged them to expend their branches in rural areas so that various beneficial schemes including flagship programmes of GOI could reach to the masses. He also directed them to undertake financial literacy campaign in coordination with Hill Council and line departments to aware people of various financial schemes introduced by government starting from council then extending to the entire district.
CEC spoke about the lack of a good multipurpose auditorium in Leh to held any government or other functions or screen films, thus he requested the banks to raise funds under their CSR scheme to reconstruct the government auditorium hall of District Information Centre, Leh. Mr. Mutup appreciated good coordination among District Treasury Office, line departments and banks ensuring smooth function of all kind of financial transactions. He further urged them to look into the loopholes and work on improving the services for maximum public benefit.
EC (Agri) Tsering Angdus urged upon the banks to be more forthcoming and cordial in giving loans to the local people considering their good record of loan return well on time. EC (Tourism) Tsering Sandup asked for SBI branch in Nubra to which GM SBI responded that a proposal has been already submitted. EC (Health) Gyal Wangyal pointed out the need to have ramps in banks to facilitate physically challenged person. He also raised the need for banks to have their names highlighted for any social services carried through NGOs. Pointing Chuchot area not having a single branch of any bank EC (Animal Husbandry) Mumtaz Hussain urged upon the need to open three branches in different part of Chuchot. Responding to that GM J&K Bank informed that they are opening a branch at Chuchot Shamma soon.
Councilor Pheyang Punchok Dojrey raised the issue of ATMs of all banks in Choglamsar area runs out of cash on Saturdays and Sundays. He also complained about grave problems faced by people in availing KCC loan at SBI branch, Choglamsar and poor counter service. Similar complain was made by Councilor Igoo at Kharu SBI branch in availing KCC loans.
The meeting was attended by Executive Councilor Tsering Wangdus, Gyal Wangyal, Tsering Sandup and Mumtaz Hussain. CMO Reviews Status Of RBSK
Kargil Apr,2018(News Desk,VOL): Chief Medical Officer
Kargil Dr Ibrahim Khan today reviewed the status of the implementation of
Rashtriya Bal Swasthya Karyakram (RBSK) under National Health Mission in the
district. Deputy Chief Medical Officer Kargil Dr Muhammad Afzal Lone, Medical
Superintendent Kargil Dr Sikander Ali Khan besides the Medical Officers
attended the meeting.
During the course of the meeting threadbare discussion
was held on the steps being taken by the concerned officers for satisfactory
and effective implementation of the RBSK scheme in various blocks especially
the far flung pockets.
The CMO directed the concerned to make all out efforts
to ensure that screening of all children from 0 to 8 years at schools and
anganwadi centers from is carried out in the right earnest so that the
deserving children are referred to the tertiary care hospitals well in time.
The officers were also urged upon to take necessary
steps to implement the national programme is in letter and spirit so that the
benefits of the scheme percolate to the beneficiaries in best possible manner.
Market Checking Committee Conducts Surprise Visit

2018(News Desk,VOL): On the
directions of District Magistrate Kargil Haji Gulzar Hussain a joint inspection
team headed by Tehsildar Kargil today conducted surprise visit of a number of
cold storages and shops in Kargil town. The team comprised of the Chief Medical
Officer Kargil, Chief Animal Husbandry Officer Kargil, Executive Officer
Municipal Committee Kargil, Assistant Director FCS&CA Kargil and SHO
Kargil.
During the inspection a huge quantity of stale
fruit and fish was seized and fine worth Rs 1000 was imposed upon the
shopkeepers on spot for violating the provisions of Food Safety and Standards
Act 2006 and Essential Commodities Act. Moreover the inedible food items were
also destroyed on spot.
The team also took stock of the hygienic conditions of food items available in the
market, charging of rates and other set standards. The shopkeepers and traders
were asked to display the rate list prominently at their establishments besides
to maintain cleanliness.
Meanwhile
the Deputy Commissioner has appealed all the traders to avoid any black
marketing or hoarding and warned of stern action against the violators under rules. He has also issued specific
directions to the concerned to carry out
frequent inspections and checking of market so as to curb overcharging, black
marketing, use of polythene and sale of substandard food items.

sector irrespective of the season in a year.“We offer all our earnings of the year to these
airlines people to travel between Leh and other parts of the country while
going on a pilgrimage or otherwise,” said Stanzin Namgyal, a farmer from Nubra
valley. “Most of the time, the air tickets are being sold at an astronomical
rate, obviously beyond one’s reach,” he added.
Incidentally, Ladakh remains cut off from rest of the country for over six months in a year particularly during winter months as most of the passes to the regiion remain snowbound.The students and the patients with serious ailments are the worst sufferers who have to eke out huge sums of money to buy tickets on this (Leh) sector. Surprisingly, at times a ticket to a foreign destination is available at a cheaper rate than between Delhi, Chandigarh, Jammu or Srinagar and Leh sector or vice versa.People of the region consistently blame Union Civil Aviation Ministry for not taking corrective measures in this regard, like increasing the frequency of flights besides regulating the airfares. In this connection, they claimed they had made several representations, from time to time, to the Central government and Civil Aviation Ministry for consideration but of no avail.“Both Central Government and its Civil Aviation wing should take urgent steps to stall the bulk advance booking tickets by the travel agents who later on sell these tickets at inflated rates and should also decide to increase the frequency of the flights to the region,” Tsering Angchuk, a retired employee. “Because of the strategic location of the region, the people deserve relief from this bane,” he added.According to well informed sources, the high airfares has not only hit the tourism sector but also the natives of the region who can ill afford such prohibitive airfares particularly when they have to shift their serious patients for specialized treatment outside the region. The number of daily flights is likely to increase from next month onwards and would go to over a dozen from about eight flights a day at present, Spice Jet has also announced to operate more flights on Leh sector this year. Speaking to Scoop News, former lawmaker in the state legislative assembly, Tsering Samphel, said the Government of India (GoI) had launched a ‘regional connectivity’ scheme this year for air travel having less than 60 minutes (one hour) flight distances for rupees 2,500.He said the flight duration between Delhi- Leh sector or vice versa was 55 minutes as was being announced on board in all earlier flights but, of late, the same flight timing has been revised and is being announced now one hour and 15 minutesSimilarly, Jammu- Leh and Srinagar-Leh flight duration was being announced as 40 minutes and now the same duration has gone up to 60 minutes (one hour), he lamented.“These announcements have been deliberately revised so that the route (sector) doesn’t come under “Udaan” scheme. This is what is happening with the gullible people of Ladakh,” Samphel pointed out.He said the Civil Aviation Ministry has to take corrective measure and break the convention of blocking the tickets in advance by the travel agents leaving only a few seats in the open category for local people.
DC Leh Reviews Annual Expenditure 2017-18

Desk,VOL): DC Leh Avny Lavasa convened a review
meeting to assess the annual expenditure status 2017-18 of all the government
departments today at DC Conference Hall, Leh. The meeting was attended by all
the head of the departments.
Addressing the meeting DC spoke of the
calculation mistakes and financial irregularities on part of the departments
highlighted by internal audit. She informed about the decision of having
quarterly reconciliation between department, treasury and DC’s office in
presence of CCF, Hill Council with the purpose to rule out miscalculations and
other budget related issues well on time. She directed all the officers to
follow proper procedure with written approval and estimated cost to undertake
any project or task. She also advised them to have proper plan, administrative
approval and technical sanction and to cross check their budgets before final
submission.
Considering the deplorable condition of
government quarters DC said that this year efforts will be made to repair
government quarters in Leh and other blocks as per need and priority. She
directed NIC to conduct trainings on GST and general tendering for the
government employees. She appreciated the officers for having good capex budget
expenditure and urged them to take out bills on time and to avoid random expenditure
towards the end of the financial year. DC discussed department wise the
