LAHDC Kargil Approves Rs 12546.57 Lakhs Annual Plan

Kargil April 17, 2018:- Rs 12546.57 lakhs Annual District Plan for Kargil District for the year 2018-2019 was approved during the Annual Council Meeting held under the chairmanship of the Chairman and Chief Executive Councilor Kargil, Kacho Ahmad Ali Khan at Conference Hall Baroo here today. The budget comprises of Rs 56.81 crore as Regular Funds, Rs 12 crore as Loan Component, Center Share of Rs. 46 crore besides the State share of Rs 8.99 crore.


Executive Councillor for Education Advocate Muhammad Amir, Executive Councillor for Rural Development Aga Syed Hassan Armaan, Executive Councillor for Health Muhammad Hussain, Executive Councillor for Zanskar Affairs Tenzin Sonam, Deputy Commissioner Kargil Haji Gulzar Hussain, Senior Superintendent of Police Kargil Tsering Gyalpo, Additional Deputy Commissioner Kargil Imteeaz Kacho besides councilors and sectoral officers were present in the meeting.  
Giving a brief presentation of physical and financial achievements registered during the last financial year, Deputy Commissioner Kargil informed the house that out of the amount of Rs. Rs 11928.63 lacs allotted an amount of Rs. 10487.65 lacs were spent on implementation of various developmental schemes and welfare programmes in the district which represents 87.38% of the released allocation. The Chairman on this occasion said the focused sectors of the LAHDC will be Education, Health, Agriculture, Horticulture, Animal Husbandry and Fisheries. He directed all sectoral officers to start the development works in the right earnest besides pacing them up keeping in view the short working season. Kacho asked the councilors and officers to work with missionary zeal for the benefit of the all sections of the society and impressed upon them to adopt participatory model of development and make sure that all sections of the society receive due share in the development.
Threadbare discussion was held on the annual plan budget wherein members put forth their suggestions while as a number of important decisions were also taken up regarding the implementation of schemes on ground. These included among others the allocation of Rs 2 crores for acquisition of land for construction of Kargil Sarai at Dwarka New Delhi.
While urging upon the officers to effectively implement development schemes on ground for better results the CEC said that the role of the implementing agencies is of prime importance as they can only see to it that the public welfare schemes are completed in a time bound manner and the targets set are achieved in full. He said that utmost care should also be taken to ensure that funds earmarked are properly utilized for the particular scheme and strict adherence of codal formalities is ensured.
Meanwhile the house urged upon the Central and State Government to speed up the inquiry into Asifa rape and murder case so that the culprits get due punishment.

Kargil Demands Capital Punishment for Kathua Calprits

Kargil 16th April 2018
A peaceful protest rally was taken out today in Kargil town under the ages of Imam Khomeini Memorial trust IKMT in Support of Asifa, the 8year old victim of rape and brutal killing in Salar village of Kathua in Jammu after Kidnapping. The rally was taken out from central Jama Masjid of the town after NImaz zohrain thousands of men and women of Kargil took part in the rally from Jamma Masjid Kargil and passed through the main bazar to Islamia School Chowk and culminated at city Lalchowk.
 The protesters were carrying a front banner calling for stern punishment and hang the culprits of this heinous crime. Photos of Asifa and placards with slogans like justice for Asifa, where is Beti Bachao? , hang the culprits. Etc. was carried out by the participants. A huge number of women majority of which were young girls were in a separate part of the procession chanting slogans “we support Asifa” “hang the culprits”. At Lal chowk the rally leaders addressed the gathering. In his speech Asgar Ali Karbalai MLA Kargil termed this heinous crime a very unfortunate incident in the history of India where a woman is treated as a Devi. Referring to the Rape and murder case of Asifa in Kathua which was happened in January 2018, the national media and union government of BJP did not react for three months till was exposed on international level. Our PM who reacted on all international happenings on tweet had a long silence on this issue. He admired NDTV channel for standing with the victim and voice for her cause.
He also appreciated the secular and conscious civil society of India for raising their voice for Asifa and Unnao rape victims. He sought justice for the victims under Law. In his speech chairman IKMT Hujattul Islam Shiekh Mohd Sadiq Rajai called the incidents as an inhuman act condemned in all religion and belief. It was unfortunate that the heinous crime was done in a Temple by a shameless priest and a police who is custodian of Law is involved. He on behalf of the people of Kargil strongly demanded justice for Asifa Under Law and non should be allowed to hinder and support criminals. At the end effigies of the culprits were burned among chanting of slogans against them.

Awareness Programmes Under RGSA Held At Leh

Leh, April 19:-Like every part of the country various programmes under Gram Swaraj Abhiyaan under Ministry of Rural Development is being observed across the Leh district. Various programmes started from April 14 at different venues of the district which was highly appreciated by the locals as well as the District Administration. The awareness programme will conclude on the May 5th. Various centers of Integrated Child Development Scheme Project Leh conducted 'Sabka Sath Sabka Gaon Sabka Vikas' under the Gram Swaraj Abhiyan in the district and educated the people about the benefit of the scheme. 
As a part of this programme, Swachh Bharat Parv (Village cleanliness drive) was conducted in Chuchot, Choglamsar, Nimoo, Thiksay, Nubra, Khaltse, Kharu, of Leh district where school children, employees, and villagers participated in the drive.
On the occasion, heads of the government institutions spoke widely about the importance of cleanliness and appealed people to keep their surroundings clean for a healthy environment. As per District Nodal Officer PMUY Leh's letter, Ujjawala Panchyat will be conducted tomorrow at Gram Panchyats of Leh, Stok, Choglamsar, Nimoo, Khaltsi, Kharu, Nyoma, Diskit, Tyakshi, and Panamic.

Shargole declared fully immunized against Hepatitis B

VOL/10 April/ Baqirya Health Care and Research Centre Kargil (Health Wing of IKMT)  moving towards success on it's mission “Hepatitis B Free Kargil”, covered all the nooks and corners of Shargol in its 3rd and final dose of vaccination under the campaign against hepatitis B.  With the final stage of campaign against Hepatitis B,today on 10th April 2018 the hepatitis B vaccination program concluded with the last destination of Pashkum and the peripheral areas. During the mission the team of paramedical staff and supporting volunteers of BHC&RC worked day and night tirelessly, enthusiastically and energetically  to accomplish the first stage as a part of vision 2020 mission Hepatitis B free Kargil.
     A closing ceremony was organized by the general public of Pashkum as a token of love and appreciation at immambarah Pashkum for the tremendous efforts under the leadership of Dr Willayat Ali president BHC&RC. The program was attended by the BMO Shargole, Doctors, volunteers, senior citizens, local public and students. In this event on behalf of Shargol in general and Pashkum in particular, Mr Mohd Baqir Ex CEO extended thanks and gratitude for thescreening and vaccination program in Shargole tehsil in the initial stage. BMO Dr Mohd Abbas also extended thanks and ensured his support in future. During the program president BHC&RC also extended thanks and gratitude to all the people of  Shargol, Councilor Shargole, Councilor Pashkum, Doctors and paramedical staff, supporting volunteers for making the mission successful. President Dr willayat in his speech elaborated that the mission was impossible without this help, support and appreciation from LAHDC Kargil, District administration DC/CEO Kargil, BMO shargole,media persons and AIR Kargil. He also thanked Mr. Nasir Shabani who facilitated to raise financial aid through Al-Iman Charity Mumbai.
It's pertinent to mention here that with this final dose Shargol tehsil declared fully immunized against Hepatitis B and loudly announced the next screening and vaccination program in Chiktan block from the next month .

Leh Rural pockets to be developed at par with urban areas:  CEC

Leh/April 13/ Chief Executive Coucilor, Ladakh Autonomous Hill Development Council  (LAHDC),  Dorjey Motup who is also the chairman of General Council Meeting has said that LAHDC is making concerted efforts to develop all the rural pockets at par with urban areas.
This was stated by the CEC on the second day on the General Council Meeting held at Council Secretariat Conference Hall, here today.
Minister for Cooperatives and Ladakh Affairs, Chering Dorjay, Executive Councilor for Agriculture  Tsering Wangdus, Executive Councilor for Health Gyal P Wangyal, Executive Councilor for Tourism Tsering Sandup, Executive Councilor for Animal and Sheep Husbandry and Cooperatives Mumtaz Hussain, besides Councilors of Hill Council, Deputy  Commissioner/CEO, LAHDC, Leh Avny Lavasa and Head of departments of various departments were present on the occasion.
Dorje Motup informed the house that LAHDC is making all out efforts to upgrade the Nyoma Hospital with central heating system.
The CEC asked the EC Cooperatives Mumtaz Hussain to provide fertilizer, rigpa and compost to the farmers on subsidy rates. He said that if farmers are not utilizing the fertilizer in their fields, you are ask to provide rigpa or compost in place of fertilizer for the convenience of farmer community.
Dorje Motup informed that LAHDC has provided an outlay Rs.151.50 crore for year 2018-19 under agriculture sector for boosting the agriculture production in the district. He informed that the LAHDC has provided Rs.88 lakh an outlay amount under Animal Husbandry Deptt.
The CEC informed that Planning & Development Department has conveyed a ceiling of Rs.83.98 lakh has been provided to Horticulture Department, Rs.19.15 lakh to Wild Life, Rs.19.16 lakh to Handloom Department, Rs.24.01 crore to Rural Development (NREGA), Rs.5.26 crore to Irrigation Departmen, Rs. 6.91 cr under Sarva Shiksha Abhiyan, Rs. 17.83 cr Rashtrya Madhyamik Shiksha Abhiyan, Rs. 0.86 lakh under mid-day meal and Rs. 81.02 cr under other sectors of Leh district.
The CEC asked the officers of concerned departments to gear up their man and machinery in providing modern and basic amenities across the district.
Dorjey Motup directed the ECs to come up with the new projects under PHE, R&B, PDD, Education, Health, Cooperative, Animal and Sheep Husbandry besides other sectors for the convenience of the general masses.
 He directed the officers to complete ongoing projects in the district under your allied department within stipulated time frame by using quality material.
CEC asked the concerned department to train the farmers for preparing compost in their respective villages for less utilization of chemical fertilizers.
 EC Handicraft Tsering Sandup requested the CEC for establishment of Handicraft and Handloom centres at Durbuk.
Responding to the demand put forth by the EC Handicraft, the CEC said that LAHDC is keen to promote handicraft and handloom products across the district by establishing new centers there so that unemployed youth could start their own ventures after getting training under both the sectors.
He asked to prepare self help groups at village levels for increasing the production of handicraft and handloom products. He directed to open handicraft and handloom centers at Nubra at the available building.
 Under education sector CEC asked the EC Education to start IT and smart classes in all the schools. He asked for posting of warden in the girls hostel, Bothi language, and other subject required teachers in schools so that quality education to be provided to the students across the district.
 CEC asked the EC Forest Gyal P Wangyal to develop all the degraded areas of the forest with green cover by planting ornamental and fruit plants. He said that trees provide healthy environment to the people. He said being a high altitude place 'it is the duty of the forest department to develop every open space of the district with green gold'. He directed to fence all the open spaces of the forest closures with chain link fences for avoiding encroachment of the forest land.
 The CEC asked the EC Parks and Gardens Gyal P Wangyal to develop Nyoma, Durbuk, Nubra and city parks on modern lines so that the people could enjoy their spare time with full joy.  
 Minister for Cooperatives and Ladakh Affairs, Chering Dorjay assured the house that he will facilitate one smart class to each councilor constituency. He asked them to provide list of one school of their areas.
The DC Leh Avny Lavasa informed the house that District Administration has submitted a proposal to the Finance Department for increasing diet chart in residential schools adding that immediately after receiving approval from finance department, the diet of the students would be increased. She said that District Administration is making tireless efforts to provide all infrastructure facilities to the students in all schools so that they could get quality education without any inconvenience.
AD Tourism directs hotels, guest houses & others for registration
Kargil/April 12/ The Assistant Director Tourism Kargil (Prescribed Authority under Tourist Trade Act) has directed all hotels, tourist camps, guest house operators, travel, Hajj, Umrah, Ziarat, excursion agents and dealers operating in the district who are carrying their business under tourist trade without proper and valid registration to get their units immediately registered as per the J&K Tourist Trade Act 1978. Further the units whose registrations have expired have also been asked to renew their registration certificates well in time.
A notification issued in this regard reads that penalty shall be imposed and deregistration will be initiated under relevant provisions against the units who fail to carry out their registration within 10 days from the date of issue of the notice.
Moreover the registered hotels, tourist camps and guest house operators have been advised to keep their units properly functional in all respects and ready for stay of intending tourists in view of the starting of tourist season with the opening of Zojila Pass.

Kargil/April 12/As per a notification of the Assistant Director Tourism Kargil the Chief Executive Officer Leh Development Authority (Principal Food Craft Institute Leh) has issued an advertisement notice for admission of aspiring candidates for admission to one and half years diploma courses in different fields of Hotel Management.
The application forms and other details related to the training programme can be had from the office of Assistant Director Tourism Kargil from 12th to 25th April 2018 during office hours.
ADC issues schedule for Aadhar Enrolment of Achambur to Rangdum Moza
Kargil/April 12/ As per a public notice issued by the Additional Deputy Commissioner, Kargil the Aadhar Biometric Enrolment in case of the people of Achambur Tangole, Parkachik Moza and Rangdum Moza shall be held at Tehsil Office Baroo on 16th, 17th and 18th April, 2018 respectively.

Dorjey stresses for availing Cooperative schemes

Leh/April11/ Minister for Ladakh Affairs and Cooperatives Chering Dorjey Lakrook has said that government has loan facilities to farmer community through National Cooperative Development Corporation (NCDC) for increasing their agriculture and milk products across Leh district.
 This was stated by the Minister Dorjey while interacting with the representatives of Cooperative Marketing Societies and self-reliant of Leh, Changthang, Kharu, Sakti, and Sham areas at DC Conference hall today.
 In the meeting a detailed discussion on benefits in different commodities like milk production, fruit production like apricot and seabuckthron, vegetables, and wide range of by-products, value addition possibilities like tetra packaging and other components was held.
 He asked the representatives of cooperative societies for proper awareness of NCDC project so that the farmer community could become fully aware of the benefits under the scheme and asked them to get feedback for formulating further steps in this direction.
 The meeting was attended by the officers of Agriculture, Animal Husbandry, DIHAR, and SDM Nubra, Councillor Skyurbuchan and officers and officials of the Cooperative Department.

Training programme for newly appointed PLVs concludes at Kargil

Kargil/April11/ The three days training programme for the newly appointed Para Legal Volunteers (PLVs) concluded today at District Court Complex, Kargil. The training programme organized by the District Legal Services Authority (DLSA) Kargil was held with the objective to enlighten the PLVs about the constitutional and statutory rights and duties, general civil, criminal substantial and procedural laws, problems and issues of law and society as well as the special issued related to various sections of the society.
 The programme was organized under the overall supervision of the Chairman District Legal Services Authority and Principal District & Session Judge Kargil, Sanjiv Kumar Bhagat and was attended among others by the Chairman Tehsil Legal Services Committee Kargil and Chief Judicial Magistrate Spalzes Angmo, advocates of Bar Association Kargil and retainer lawyers.
  Speaking on the occasion the Chairman District Legal Services Authority said that the training programme has been organized with the objective to provide necessary procedural awareness pertaining to the working of Legal Services Authorities and services provided under the Legal Services Authorities Act so as to maximize the access of justice delivery system at grass root level.
While impressing upon the PLVs to make every possible use of the knowledge acquired from the training session the Principal District and Session Judge said that they are expected to provide satisfactory legal awareness and services by acting as a bridge between legal services authority and the public besides to update the Legal Services Authority about any kind of injustice and human rights violations.
Meanwhile the speakers underlined the importance of the fundamental rights and duties and exhorted upon the volunteers to get themselves well acquainted with the various provisions of the Indian Penal Code and Criminal Procedure Code besides acquiring knowledge pertaining to fundamental rights, labor laws, arrest procedures and protection, women empowerment, juvenile justice, protection of children from sexual offences act and senior citizen act to help the needy.
The speakers also impressed upon the volunteers to acquire necessary knowledge to help people in drafting petitions and educate them on alternative conciliation available in Lok Adalats.
During the course of the training programme the PLVs were also provided information on Human Rights, Right to Information Act, Consumer Protection Act, Protection of Civil Rights Act, Domestic Violence Act and Rules, Child Marriage Restraint Act and Rules and Prohibition of Harassment of Women.
Labour Officer Kargil Nissar Hussain, Advocate Reyaz Ahmad, ministerial staff of the court, staff members of Prosecuting Wing besides the Para Legal Volunteers (PLVs) attended the programme.

BMO Sankoo Launches cleaning programme under SBM

Sankoo/9 April/The Community Health Centre Sankoo Kargil launched Swachhatta Pakhwada Swachhatta Si Siddhi on Monday under Swachh Bharat Mission.
This massive campaign was organized by Block Medical officer Community Health Centre Sankoo Kargil.
In this cleaning  campaign, around hundred of paramedical staff' of community health centre actively participated in the cleaning of hospital underground.
The campaign was flagged off from hospital premises by the Block Medical Officer Sankoo Dr Munnawar Hussain Wazir.In this clean campaign the paramedical staff's of CHC Sankoo has collected a huge quantity of garbage and disposed it off.
While talking to Media Dr Munnawar Hussain Wazir Block Medical Officer Sankoo said that" Swachhatta Pakhwada Swachhatta started on 1st April to 15 April 2018 with the objective of bringing a fortnight of intense focus in the practice of swachhatta by engaging people. This initiative was introduced by our Hon'ble Prime Minister of India Shri Narendra Modi  as Sawach Baharta Abiyan to mark total and vision of clean India.
He further added that Swachhatta Pakhwada Swachhatta Si Siddhi"means  aiming to clean surrounding and clean the hospital and create awareness.

LAHDC Kargil Boycott Zojila CeremonyKargil, April 


April  (News Desk,VOL): Zojila Pass, at an altitude of 11516 ft connects  with the rest of India with the cold deserts of Kargil and Leh  through the 430 Km long Srinagar-Leh road. Snow clearance operations for opening of Zojila have always been a big challenge owing to large snow accumulation of 30-40 feet, threat of avalanches and inclement weather conditions. As per reports LAHDC Kargil boycotted the official Zojila opening ceremony and refrained from attending the ceremony held by the Army, Project Vijayak and the BRO on 6th April 2018. In a press release from LAHDC Kargil, the reason citing for the boycott it says that the road should have opened earlier as the snow clearance work had been accomplished on 18th March 2018. The press release also says that the Army authorities has acted as mute spectators despite they being in the know of the machinations of Project Beacon and SHO Sonamarg. It also says that the reason for delay in opening the Zojila Pass is due to the deep-rooted nexus between the Beacon and SHO Sonamarg.  During the opening ceremony the Army spokesperson informed that Zojila Pass was closed on 11 Dec 2017 and the summer snow clearance operation was started on 21 Feb 2018 by Project Beacon and Project Vijayak.  Since the entire road remains covered with thick snow, the most difficult task is to identify the road alignment. The Snow Clearance Team with the help of local labourers performs the job with various navigational aids and natural skills. The initial linkup of the road had been accomplished on 21 Mar 2018. Lt Gen AK Bhatt, GOC 15 Corps ,GOC 8 Mountain Division, GOC 31 Sub Area, Chief Engineer - Project Beacon, Chief Engineer - Project Vijayak and other members of both the Projects and Officers of HQ 14 & 15 Corps were present on the occasion. A host of other dignitaries and high ranking officials of Local Administration, Police along with the media personnel graced the event. The Snow Clearance Terms of Project Vijayak & Beacon were complimented by all for their dedication, hard work and perseverance in execution of this arduous task.

Alam Shareef  Of Holy Shrines Of Karbala Displayed At Kargil


Kargil, April 2018 (News Desk,VOL):  A team of representatives from the Administration of Holy shrines of Imam Hussain (AS), Hazrat Abass(AS), Kazimain, Holy Shrine Askarian (Samarah) in Iraq, led by Syed Aqil-ul-Yasir organized a programme of displaying holy  relics and Holy Alams (Flag) in Kargil. In this connection the holy flags had arrived Kargil on 4th of April in Kargil Town via Leh. The Holy Alam (Flag) in the Hussaini Park Kargil was hoisted by the team at 10 A.M on Friday  6th April, for the devotees of IKMT. Earlier the Guests from Iraq were escorted in an elaborate procession by a large number of devotees and Ruhani (Clerics) of Imam Khomieni Memorial Trust Kargil to Hussaini Park. Students from different branches of Mutahhary Public Schools under the umbrella of Mutahhary Educational society (IKMT) received the guests lined up on both sides of the road from Khomieni Chowk to Hussaini park chanting welcome slogans. 


Ulma from Leh as well as President Madrassa Isna Ashria Kargil were also accompanying the guests from Iraq. Hojatul Islam Shiekh Mohammad Hussain Lutfi who was managing the stage, welcomed the guests. As usual the programme started with recitation of Holy Quran by Guest Qari Usad Qaisar Sabah from Askaria Holy Shrine. Prominent guest Syed Ibrahim-ul-Hussaini from Atbaat-e-Hossainia gave an introduction of the programme (Maharjan) in Arabic which was translated into Purki by Hojjatul Islam Aga syed Mohammmad Karbalai. Ziarat Waris and Ziarat Hazrat
Abbas was recited by another guest Qari Ustad Laisul Abidi from Abbasia Holy Shrine.On behalf of Imam Khomieni Memorial Trust Chairman Hojatul Islam Shiekh Mohammad Sadiq Rajai expressed his gratitude to all the Atabaat of Hussainia, Abbasia, Kazimia and Askaria for bringing along the holy relics and hoisting and dedicating the Holy Parcham of Hazrat-e-Abbas (AS) for devotees of Kargil.He also welcomed and thanked the guests for attending the programme. Syed Mohmmad Karbalai recited Duai Tawasul and prayed for  the world peace and much wanted rainfall in the region. Hojatul Islam Shiekh Mohammad Hussain Rajai Vice Chairman Baseej-e-Ruhanian, on this occasion referred to the sacrifice of Hazrat Abbas in his Azadaari speech. Later devotees both men and women paid their obeisance to the Holy Alam. The Executive Body of IKMT thanked the District administration, Police, ulma, sadat, devotees and particularly the Voluteers of Bajeej-e-Imam ,Baseej-e-Zainabia and Baseej-e-Ruhani for their relentless efforts and cooperation in making the programme a huge success.After the programme the guests from Iraq paid visit to Mutahhary Educational Society (MES) in the Mutahhary Primary School premises where Boys and Girls welcomed the guests . Mr Nasir-u-Din Khafi, Chairman MES speaking on the occasion expressed gratitude for the visit of the guets. The guests appreciated the Islamic get up of students and prayed for their success in life. The display of Holy Alam was carried out for the believers, by Islamia School, Kargil also on the previous day on the occasion of Ali Day (AS) at the premises of the institution. The speakers on this occasion elaborated on the life, philosophy and principles of Hazrat-e-Ali (A.S). Apart from the guests from Iraq and their lead representative  Syed Aqil-ul-Yasir the Chairman, Legislative Council, Haji Anayat Ali, Chairman, LAHDC Kargil, Kacho Ahmed Ali Khan, President Islamai School Kargil, Sheikh Nazeer-ul-Mehdi Muhammadi, Deputy Commissioner Kargil, Haji Gulzar Hussain,Former MLA and  Minister Qamar Akhone Ali , former CEC LAHDC Kargil, Haji Mohd Hanifa Jan, religious scholars and other community leaders were also present on the occasion. Thousands of believers visited Hussaini Park and Islamai School premises on both the occasion.

CEC Leh Holds Meeting With Banks and  Other Financial Institutions

Leh, Apr 2018 (News Desk,VOL): The Chief Executive Councillor LAHDC Leh Dorjey Motup convened a meeting of all the banks, financial institutions, stakeholders and line departments at Council Secretariat to ascertain the present bank services in the district and their future plans to cover rural population of district under their services. The meeting was called considering the expected visit of Prime Minister Narendra Modi to Leh in coming months.

Talking about the role of financial institutions specially banks in development and social upliftment of a region, CEC Dojrey Motup took a detail report from all the banks about their services especially in rural and far-off villages of Leh district. He urged them to expend their branches in rural areas so that various beneficial schemes including flagship programmes of GOI could reach to the masses. He also directed them to undertake financial literacy campaign in coordination with Hill Council and line departments to aware people of various financial schemes introduced by government starting from council then extending to the entire district. 
CEC spoke about the lack of a good multipurpose auditorium in Leh to held any government or other functions or screen films, thus he requested the banks to raise funds under their CSR scheme to reconstruct the government auditorium hall of District Information Centre, Leh. Mr. Mutup appreciated good coordination among District Treasury Office, line departments and banks ensuring smooth function of all kind of financial transactions. He further urged them to look into the loopholes and work on improving the services for maximum public benefit. 
EC (Agri) Tsering Angdus urged upon the banks to be more forthcoming and cordial in giving loans to the local people considering their good record of loan return well on time. EC (Tourism) Tsering Sandup asked for SBI branch in Nubra to which GM SBI responded that a proposal has been already submitted. EC (Health) Gyal Wangyal pointed out the need to have ramps in banks to facilitate physically challenged person. He also raised the need for banks to have their names highlighted for any social services carried through NGOs. Pointing Chuchot area not having a single branch of any bank EC (Animal Husbandry) Mumtaz Hussain urged upon the need to open three branches in different part of Chuchot. Responding to that GM J&K Bank informed that they are opening a branch at Chuchot Shamma soon. 
Councilor Pheyang Punchok Dojrey raised the issue of ATMs of all banks in Choglamsar area runs out of cash on Saturdays and Sundays. He also complained about grave problems faced by people in availing KCC loan at SBI branch, Choglamsar and poor counter service. Similar complain was made by Councilor Igoo at Kharu SBI branch in availing KCC loans.

CMO Reviews Status Of RBSK

Kargil Apr,2018(News Desk,VOL):  Chief Medical Officer Kargil Dr Ibrahim Khan today reviewed the status of the implementation of Rashtriya Bal Swasthya Karyakram (RBSK) under National Health Mission in the district. Deputy Chief Medical Officer Kargil Dr Muhammad Afzal Lone, Medical Superintendent Kargil Dr Sikander Ali Khan besides the Medical Officers attended the meeting. 

During the course of the meeting threadbare discussion was held on the steps being taken by the concerned officers for satisfactory and effective implementation of the RBSK scheme in various blocks especially the far flung pockets.
The CMO directed the concerned to make all out efforts to ensure that screening of all children from 0 to 8 years at schools and anganwadi centers from is carried out in the right earnest so that the deserving children are referred to the tertiary care hospitals well in time.
The officers were also urged upon to take necessary steps to implement the national programme is in letter and spirit so that the benefits of the scheme percolate to the beneficiaries in best possible manner.


Market Checking Committee Conducts Surprise Visit 

Kargil, Apr 2018(News Desk,VOL): On the directions of District Magistrate Kargil Haji Gulzar Hussain a joint inspection team headed by Tehsildar Kargil today conducted surprise visit of a number of cold storages and shops in Kargil town. The team comprised of the Chief Medical Officer Kargil, Chief Animal Husbandry Officer Kargil, Executive Officer Municipal Committee Kargil, Assistant Director FCS&CA Kargil and SHO Kargil.     
During the inspection a huge quantity of stale fruit and fish was seized and fine worth Rs 1000 was imposed upon the shopkeepers on spot for violating the provisions of Food Safety and Standards Act 2006 and Essential Commodities Act. Moreover the inedible food items were also destroyed on spot.
The team also took stock of the hygienic conditions of food items available in the market, charging of rates and other set standards. The shopkeepers and traders were asked to display the rate list prominently at their establishments besides to maintain cleanliness.
Meanwhile the Deputy Commissioner has appealed all the traders to avoid any black marketing or hoarding and warned of stern action against the violators  under rules. He has also issued specific directions to the concerned to carry out frequent inspections and checking of market so as to curb overcharging, black marketing, use of polythene and sale of substandard food items.

Public In Leh Fumes Over Prohibitive Prices
Leh, Apr 2018 (News Desk,VOL): Lokhori sakskanbo jahazci Lha shalosduk is a general refrain of all people of Ladakh, who are invariably being fleeced by all airline services operating on Leh sector irrespective of the season in a year.“We offer all our earnings of the year to these airlines people to travel between Leh and other parts of the country while going on a pilgrimage or otherwise,” said Stanzin Namgyal, a farmer from Nubra valley. “Most of the time, the air tickets are being sold at an astronomical rate, obviously beyond one’s reach,” he added.

Incidentally, Ladakh remains cut off from rest of the country for over six months in a year particularly during winter months as most of the passes to the regiion remain snowbound.The students and the patients with serious ailments are the worst sufferers who have to eke out huge sums of money to buy tickets on this (Leh) sector. Surprisingly, at times a ticket to a foreign destination is available at a cheaper rate than between Delhi, Chandigarh, Jammu or Srinagar and Leh sector or vice versa.People of the region consistently blame Union Civil Aviation Ministry for not taking corrective measures in this regard, like increasing the frequency of flights besides regulating the airfares. In this connection, they claimed they had made several representations, from time to time, to the Central government and Civil Aviation Ministry for consideration but of no avail.“Both Central Government and its Civil Aviation wing should take urgent steps to stall the bulk advance booking tickets by the travel agents who later on sell these tickets at inflated rates and should also decide to increase the frequency of the flights to the region,” Tsering Angchuk, a retired employee. “Because of the strategic location of the region, the people deserve relief from this bane,” he added.According to well informed sources, the high airfares has not only hit the tourism sector but also the natives of the region who can ill afford such prohibitive airfares particularly when they have to shift their serious patients for specialized treatment outside the region. The number of daily flights is likely to increase from next month onwards and would go to over a dozen from about eight flights a day at present, Spice Jet has also announced to operate more flights on Leh sector this year. Speaking to Scoop News, former lawmaker in the state legislative assembly, Tsering Samphel, said the Government of India (GoI) had launched a ‘regional connectivity’ scheme this year for air travel having less than 60 minutes (one hour) flight distances for rupees 2,500.He said the flight duration between Delhi- Leh sector or vice versa was 55 minutes as was being announced on board in all earlier flights but, of late, the same flight timing has been revised and is being announced now one hour and 15 minutesSimilarly, Jammu- Leh and Srinagar-Leh flight duration was being announced as 40 minutes and now the same duration has gone up to 60 minutes (one hour), he lamented.“These announcements have been deliberately revised so that the route (sector) doesn’t come under “Udaan” scheme. This is what is happening with the gullible people of Ladakh,” Samphel pointed out.He said the Civil Aviation Ministry has to take corrective measure and break the convention of blocking the tickets in advance by the travel agents leaving only a few seats in the open category for local people. 

DC Leh Reviews Annual Expenditure 2017-18

Leh, Apr 2018 (News Desk,VOL): DC Leh Avny Lavasa convened a review meeting to assess the annual expenditure status 2017-18 of all the government departments today at DC Conference Hall, Leh. The meeting was attended by all the head of the departments. 


Addressing the meeting DC spoke of the calculation mistakes and financial irregularities on part of the departments highlighted by internal audit. She informed about the decision of having quarterly reconciliation between department, treasury and DC’s office in presence of CCF, Hill Council with the purpose to rule out miscalculations and other budget related issues well on time. She directed all the officers to follow proper procedure with written approval and estimated cost to undertake any project or task. She also advised them to have proper plan, administrative approval and technical sanction and to cross check their budgets before final submission.
Considering the deplorable condition of government quarters DC said that this year efforts will be made to repair government quarters in Leh and other blocks as per need and priority. She directed NIC to conduct trainings on GST and general tendering for the government employees. She appreciated the officers for having good capex budget expenditure and urged them to take out bills on time and to avoid random expenditure towards the end of the financial year.
